The govt might start by providing funds to establish infrastructures(eg.studios,film processing labs, new family-friendly cinema houses,professional training institutions).
The govt can also provide a mechanism to generate funds for moviemaking,at least until the private sector get their acts together and join in to boost the industry.
But i don't think it is healthy for the govt to get too deeply involved.This gotta be private sector thing mainly.
