Efcc issues out arrest warrant for ex governor igbinedion!
A warrant of arrest by a Federal High Court in Abuja has been issued for the arrest of the ex-governor of Edo State, Chief Lucky Igbinedion. By the order dated titled "Bench Warrant", any police officer who sees the former governor is mandated to arrest him.
The Economic and Financial Crimes Commis-sion (EFCC) yesterday filed a 142- count charge against Igbinedion, before a Federal High Court in Kaduna to answer charges on money laundering and illegal diversion of public funds. Three companies - Kiva Corporation Limited, Gava Corporation Limited, and Ekpen and Sons - were charged with him.
The EFCC declared Igbinedion, who is presently at large, wanted for allegedly stealing N2.9bn from the state during his tenure. He was said to have used his relatives to siphon the N2.9bn, which was looted and transferred through numerous companies, including Gava Corporation Ltd, owned by his father, Chief Gabriel Igbinedion.
Another company belonging to his brother, Mike Igbinedion, was said to have also been used to transfer part of the money. Lucky Igbinedion was also accused of collaborating with his younger brother, Mike Igbinedion, to retain in his account, huge sums of money running in billions of naira. Most of the transactions were said to have taken place at Intercontinental Bank Plc.
Also mentioned in the charge was Patrick Eboigbodin, Igbinedion’s Senior Special Adviser, whose company, Ekpen & Sons Company, was said to have been used by the former governor to steal millions of naira from the state coffers.
They are being charged with fraud, conspiracy, concealment and money laundering, an offence punishable under the Money Laundering (Prohibition ) Act 2003 and are accused of concealing the origin of billions of naira that formed part of the statutory allocation to the state local governments’ funds. They were also accused of collaborating to perpetrate money laundering. The offence was contrary to Section 14(1) of the Money Laundering (Prohibition) Act, 2003.
The order is to be executed in conjunction with Interpol, following reports that Igbinedion had been seen in some European countries and North Africa in the last six months.
ount one of the charges against him reads, “That you, Lucky Igbinedion, on or about 22nd July, 2003 within the jurisdiction of this honourable court did procure Gava Corporation Limited (a company owned by your father and other members of your family and in which you had substantial interest) to retain in its account, N34,800,000 which formed part of the funds illegally withdrawn from the account of the Edo State Government and you thereby, committed an offence contrary to Section 17 and punishable under Section 16 of Money Laundering (Prohibition ) Act 2003.”
Count two states, “That you, Lucky Igbinedion, on or about 27th June, 2003 within the jurisdiction of this honourable court did procure Gava Corporation Limited to retain in its account, N1,306,594 which formed part of the funds illegally withdrawn from the account of the state government and you thereby committed an offence contrary to Section 17 and punishable under Section 16 of Money Laundering (Prohibition ) Act 2003.”
Count three reads, “That you, Lucky Igbinedion, on or about 4th June, 2003 within the jurisdiction of this honourable court did procure Gava Corporation Limited retain in its account, N1,461,000 which formed part of the funds illegally withdrawn from the account of the state government and, you thereby committed an offence contrary to Section 17 and punishable under Section 16 of Money Laundering (Prohibition ) Act 2003.”
Count four states, “That you, Lucky Igbinedion, on or about 3rd September, 2003 did procure Gava Corporation Limited to retain in its account, N2,327,105 which formed part of the funds illegally withdrawn from the account of the state government and you thereby committed an offence contrary to Section 17 and punishable under Section 16 of Money Laundering (Prohibition) Act 2003.”
Count five of the charges reads, “That you Lucky Igbinedion, on or about 20th September, 2003 did procure Gava Corporation Limited to retain in its account, the N3,107,000 which formed part of the funds illegally withdrawn from the account of the state government and you thereby committed an offence contrary to Section 17 and punishable under Section 16 of Money Laundering (Prohibition ) Act 2004.”
Igbinedion left the country shortly before May 29 and was reported to have said in Morocco last week that he would soon return to Nigeria,
