How is it even remotely possible where minds like Iron Man's exist? Even Black Widow will make a brilliant leader. Bruce Banner absolutely, though not the Hulk cos there is no way to control that one. And Thor who is a god will follow Cap who is just a glorified gymnast with muscles in tights - a la Batman? He even lacks the super smarts of an Iron Man!
